Scotland: National Rural NetworkHi
Was wondering if anyone had information/contacts on issues rural communities in Scotland have had following the closure of MOD bases? Here in Northern Ireland a local community in Ballyhornan Co Down is struggling with the legacy of the closure of a former RAF base.
The base was sold off by MOD to a private developer in 1990. He started to sell off small parcels of land and former RAF billets as holiday homes to individuals. This has resulted in a situation where there are now lots of local residents, some in holiday homes others all year round, with road and sewage infrastructure that is unadopted and not repaired/maintained by statutory authorities.
The MOD washed their hands of the situation by saying that they had sold to a private developer. Statutory authorities are reluctant to do anything due to the huge costs involved in dealing with the legacy of poor infrastructure. Any suggestions, contacts or advice appreciated.

Cultybraggan - community asset
We recently organised a project visit to Comrie Development Trust. The community has taken ownership of the former POW camp Cultybraggan. They have future plans for the site, which include sport and leisure facilities, an eco hub for Solar/PV and biomass renewable energy production and local recycling, and a museum to cater for the many visitors who already visit Cultybraggan because of its military heritage. There has been a lot of concern in the North East of Scotland about the closure of the RAF Kinloss base. http://www.raf.mod.uk/rafkinloss/.
