Has 2005 been the year of people power? The recent decision to maintain consultant-led maternity services in Caithness followed a long high-profile campaign by local people. Communities in Moray protested loudly about proposed school closures and the local council backtracked. Meanwhile, 12,000 objections to the proposed Beauly-Denny power line have flooded in from all over the country in time for this week’s deadline.
