Many years ago, before public health and climate worries, the road crews in middle USA ploughed snow in winter and spread oil in summer. It worked well on the roads. No mention of what the oil was doing to the lungs.

Rob Kay is right - moisture of some sort is needed.

Around here I think the philosophy to deal with dusty roads is to wait for twenty minutes until it rains..not unreasonably given the weather we have been experiencing!
