New neighbour removed boundary fence

Our boundary fence was as new but the new neighbour didnt want stock fencing and has replaced it with post and rail.She had told me she was going to make it stock proof but now seems to have changed her mind. She has two large dogs and horses. I have sheep and horses and dogs. The fence is on the boundary line but I believe it belongs to her. We however are responsible for the maintenence of a good and sufficient fence. It isnt sufficient.She wont let us attach stock proofing to her post and rail so now we have to erect posts and stock down the length of the field.This doent seem fair. Any help with ideas?
