Network Rail's responsibility for livestock fence maintenance

Does anyone know a website where we can find out the current regulations in force regarding Network Rail's responsibility for maintaining the livestock fences they have erected either side of the railway line? We are suffering from an increasing number of stock deaths (sheep and cattle)because these fences are not being maintained properly/inspected regularly.
